For filling a civil suit one must consider the 2 types of jurisdiction of the courts. Firstly, the territorial or Local jurisdiction and secondly, the pecuniary or monetary jurisdiction of the courts. Territorial jurisdiction means under which court the subject of the suit is situated/located.
The monetary jurisdiction has been mentioned under section 18 and 19 of the Civil Courts Act, 1887. A civil suit should be filled with the following courts according to its valuation within the local jurisdiction:

However, according to section 15 of the Code of Civil Procedure, 1908 every suits should be filled with the court of lower grade jurisdiction. The section reads as follows:
Court in which suits to be instituted
15. Every suit shall be instituted in the Court of the lowest grade competent to try it.
